Why create an FC for him? Simple:

Short answer: I was bored He owns

Long answer: If Hibird didn't exist, Gokudera wouldn't free Hibari. If Hibari didn't get free, Gokudera would die. If Gokudera would die, there wouldn't be Storm guardian, if there wasn't Storm Guardian, the Varia would kill Tsuna and his friends. Not to mention his signal in the Future Arc. So yeah. Hibird is that awesome.
