*Suitengeu from Speed Grapher Suitengu is actually a better developed/created character than Saiga himself .
* The Millennium Earl from D Gray deserves a special mention one way to describe him Calculating Twisted Freak . Earlier he was just an other ordinary anime villain but after he turned General Yeegar into a Ghost of himself , he got his esteemed place in the halls of villainy

Crocodile deserves a special mention . Everyone antagonist underestimated Luffy till now but Crocodile was the antagonist who actually got into Luffy head and gave him a complex . That was good in a way it made Luffy stronger . But in One Piece Crocodile was the antagonist you truly hated from the bottom of your heart .

Mr. 2 Bon Kurei from one piece a foe turned friend his battle with Sanji was epic . He was my favorite villain from Baroque Works . Crocodile was evil Bon was amusing . His seiyu was the best, its wonderful how the seiyu could portray verbally the madness that is Bon Kurei

Well if personallity then:
Kurojaki from GNG, a Ninja that allow his troops to be Canibals, and willing do do everything to upheld the promises of his ancestors.
So much as to when the house and documents he was supposed to protect with his life were burning up he jumped in willingly burning up with it, shortly after came about 20 of his troops jumping into the inferno aswell.
Akakabuto is cool aswell, but he is a beast so creepy in another way since no human personallity.(GnG)

Archanefel's not even evil, just in charge of a bunch of guys and trying to go home. Guyot? Pah! Can you get anymore cliche. Nazis make it too easy to be evil, so they're cool and all, but really how harmful can they be? Ok, world wars and all, but meh.
I will never say anything bad about Bluesummers-sama, but he follows another's path instead of creating his own.
So, in summation, Droopy-tan > Villains.

Garron is still at the top of the list for me. He is the ultimate villain that just won't die. And not like in DBZ with Frieza or in Bleach with anyone. This guy literally had a warehouse of extra bodies to use. lol. At least it seemed that way with how many times he for sure got incinerated.

hm.. some others I can think of.. Evil Piccolo and Cell from DB, possibly Creed from Black Cat and Aka no Ou from SDK, Light for the first half of DN does a fine job, ...hm...
ugh, well I can't actually think of any villain I'd put up there as "best ever" (aside from Shishio) so I guess Sephiroth makes the list too xD (though he really hasn't impressed me in AC.. I expected waaaay more from him)

In anime, I'd say...Gendou Ikari from Evangelion. He reminds me of my own father strange enough, but Gendou is devious, self absorbed, and likes making clones (Weird Al Yankovitch comes to mind...)

Earthforge Star Trek fan huh? I remember the old DS9 series, in my opinion it was the best one of the bunch, I also remember ol Gul Dukat, a great villan. I love that sig, I actually downloaded that episode, I chuckled when I first saw that sig. Have you seen the list that states the 50 reasons why Sisko is the best Star Trek captain of the bunch, its pretty funny.

I liked Vincent, I think he would have been a good foil for Spike if he had been a second enemy of sorts in the general anime. Also that move where he just squeezes his enemies body is pretty sweet, I half expected him to rip out the guys heart, while in the background you hear some gruff voice saying "FATALITY, VINCENT WINS"

More often than not, I support the good guys but there was only one time I really, truly liked a villain and support him till the end, though it was not an anime ^^;;; It was the Jackal performed by Bruce Willis. the wiseman/death phantom in sailor moon 2nd season. that guy is always creepy me out. the dub version is better than the original. i like villains who don't do anything and instead manipulates the minions to do their bidding. just like palpatine in star wars, better bad guy than vader in my opinion.

Behind the caricature of an English-Man, lies a sadistic manipulative bastard who uses pain and suffering directly as the source of minnions. His joyful, parental personality that contrasts horribly with the monster he is, makes me vote for him as the most original idea of a villain.

For me, nothing matches the pride/ego, deception, evil genius, craziness, dangerousness of Death Note's Yagami Light. The main character antagonist - an unusual mixture of traits for someone who everyone might call as the Demon-Angel. Physically, you might find him handsome and perfect, but inside lies a black heart willing to pound an uber-idealistic form of justice that shows no mercy. A teenager whose mind and deeds exceed those of your ordinary villains. A teenager so intelligent and self-assured who is willing to go through any lengths and means to achieve his goal. By far the most dangerous, for it only takes a name for him to finish you off. An inveterate manipulator and a sadistic strategist who never involves himself with anyone and never cares for his family (even uses own father to extract information). A villain who never cringes in the face of beings by far more powerful than himself and uses them as slaves (take Ryuk the Shinigami for that). There is so much color and darkness to Yagami Light that I consider him as the number one villain - a bad guy who can actually happen for real, but still the one of the typicals who shine in the midst of engulfing power. Other bad guys are just too good to be true. Light is more... human in nature. With a twisted sense of justice and vengeance. :D

Rossiu- Tengen Toppa Gurren Lagann He wouldnt count as a villian, but he is a really terrible leader. Plus, some of the political moves he makes werent really thought and ended up getting alot of people hurt and killed. He also did some terrible things to the main character.
Hansel and Gretal- Black Lagoon Twins who change identities and kill people are very scary, throw in some insest they become creepy.

let me see... my top fav goes to Raito, if you consider him a villain

the anime with the BEST villains ever in my opinion is D Gray Man: the Earl is pure win! he's such an evil master, does lots of awful things, but his personality... :lmao and his design is awesome too xD
Road and Tiki are so lovable too: very gothic design and somehow very believable, very true...not those villains like 'haha I'm evil imma gonna kill everyone c/cuz I hate good thingz'

I totally agree, its scares me, how I am so similar to him, I mean I probably would have done the same thing. The ending was...um.....reall good. It made Yagami and that green haired guy look so crazy(i mean thier faces were drawn all f'ed up) and that green hair guy was like (SEPPOUKOU!!!!!!!!!) on his heart......ya that blood was freakin crazy but ya Ryuk got the last word in and L won in the end, Yagami saw him before he died. I just finished watching it......it was soo good, gotta watch the movies. Wish Light became a Shinigami, instead of going to MEL(nothingness)

I think the anime ending was good, hated the manga ending. In some ways I find it hard to label Light as a villain.
It doesn't really paint the critical issue of whether or not Light as Kira is evil or not in black in white. Throughout the anime, the question is raised over and over again whether or not Kira is actually evil. Matsuda brings it up early on, voicing the fact that crime has indeed been reduced by Kira's judgments--importantly, Souichirou Yagami, identified by the mangaka as the true personification of justice in the world of Death Note doesn't actually shoot him down, at least not at that point. Matsuda, who in many respects is the most normal and human member of the team, again brings up the point after Chief Yagami's death when he questions whether or not Kira is evil at all. Though he shoots Light in the finale, it's more out of his emotional distress over Light's betrayal and the perception that he had driven his father to his death. In the last pages of the manga, which will most likely be covered in the anime special, Matsuda is still questioning whether or not they did the right thing by assisting Near in Light's elimination.
It is true that Light slips further and further into darkness and his portrayal as the series progresses makes him harder and harder to view as an agent of justice, but before I address that L, Near, and Mello don't represent some sort of clear good in the world of Death Note. L and Near represent the law and the entrenched legal system, but they're never painted as truly "good." L is more righteous and honorable than Near by far, and the greater contrast in his way of thinking compared to Light (as well as the similarities) is part of what makes the first arc so good, but L himself is shown to be very capable of ruthlessness in upholding what he believes is justice. Right from the beginning, he sacrifices a prisoner's life, and is repeatedly shown to be willing to let a few people die so that he can make moves that will permanently put Kira down and prevent any more deaths after that. All very sensible things, but not the kind of things a traditional anime protagonist would be willing to do, and certainly not the type of behavior a traditional "do-good" hero would engage in. Near, who I do not like as much as L, is far more ruthless than L in many respects, and barely seems to value the lives of the FBI agents serving under him. So his defeat of Light hardly seems like a true black and white moral statement. This isn't a case of the hero beating the big bad villain and making a happy ending.
And now, Light himself. By the end of the anime he's started to go a bit insane, but I feel that the writer deliberately refrains from making some sort of blanket, all-encompassing moral statement on whether or not Light's mission, and his killings, were wrong. To me, Light is someone who started with genuinely good intentions, and with a mission, had he been able to stay true to it in the strictest sense (killing ONLY criminals and not the police agents pursuing him, and not those that assisted him in his journey like Takada) might really have become justice. But he's corrupted by the power of the Death Note; he is possibly one of the most capable humans that ever lived, but he couldn't handle it. And therein is the real moral message of Death Note; not that killing criminals is wrong, but with power of such magnitude, no human could possibly resist being corrupted and losing themselves. In the anime, when Light sees the person he used to be, it's again emphasized that Light was never a bad person at all before he found the Death Note--the sympathy we feel for him at the end is proof that the anime team didn't intend to completely vilify Light.
Luckily for me I watched the anime first, and read the manga ending soon after. I don't like the way the manga depicted Light in the end. The anime team truly outdid themsleves and saved what I thought was a terrible manga ending into a worthy ending for Death Note and Light himself. The ultimate anti-hero as you said, deserved a fitting demise.
Nevertheless Light is the best anti-hero, also for me the best anime character ever, followed closely by a few others.

I really despise Light Yagami, but I have to admit that he is a good villain. I label him a villain because, though he tried to do good, he became power hungry, and hurt those who didn't deserve to be hurt (I'm not going to go into detail here, I'll just leave it at that). He's a brilliant villain, but he's not the kind that I think is cool or would be my favorite bad guy, he's definitely my most hated character ever.

I second this notion from the standpoint that Yagami was the first villian i ever wanted to win. I was truly disappointed after the entire series to have him lose.

Greatest villian of all time based on cruelty, ruthlessness, and intelligence, is none other than Emperor Palpatine!
Cruelty - Okay, it doesn't get any more cruel than telling a guy after he's just had a near death experience that he killed his one true love, and then smile creepily in the corner as he rips up the place in grief!
Ruthlessness - He sacrificed his home planet and his people in a bid for power in the Senate!
Intelligence - He was always 5 steps ahead of everyone, plotting and plotting. The only thing that lead to his downfall was a father's love for his son. Love conquers all, right? Only reason Darth Vader was kicked out of the villian hall of fame was for his redemption in chucking the greatest pure evil villian there ever was down a power chute.
Some villians come close, but most do not compare. :D

True, the count was awesome, but in that particular series everyone from the older generation was a villian, so you can't really fault the count for wanting his revenge. ^^
There are so many kinds of villians that this question isn't really fair... Let's break it down a little.
Best sadistic villian- Judecca from Wild Arms, Hidan from Naruto
Best "evil's right hand man" villian- Kabuto from Naruto (last naruto one, I swear. ^^)
Best "To be the strongest" villian- Baki's dad from Baki the grappler, The blonde haired guy from Fist of the North Star.
Best "Destroy humanity/ the world" villian- Sensui from YYH, Fuuma Monou from X, Rau la Cruesset from Gundam SeeD
Best anti-hero- Falken from Escaflowne
Best "Political/time of war" villian- Treize Kushrenada from Gundam Wing, Smoker from One Piece.
Best "The road to hell is paved with good intentions" villian- Light Yagami from Death Note, possibly Lelouch Lamperouch from Code Geass.
